For the ImageScience gem, you can grab the pre-compiled (inlined) gem
from my page:

http://mmediasys.com/ruby

You will need the FreeImage binaries (dll) to be in the path (extract
them to system32).

Regarding RMagick I cannot comment since I no longer use it.
