Martin nailed it. The ~/ is only valid for items with a runat="server"
attribute (and you can't stick that on js includes, or ASP attempts to
compile your javascript).
Either 1) set up the path to not attempt to use automatic paths (ie, use ../
instead of ~/) or 2) do the include in your code-behind file.
