Use the One Click Ruby Installer.

If you plan to set up Rails, once the One Click Ruby installer is
done, open a command prompt and type this:

gem update --system
gem install rails

That's it in a nutshell.

In the future though, please do a search on this first before asking a
basic question like this. There are lots of beginner tutorials out
there.
