I highly suggest RubyMine. It is the most complete IDE I have used. http://www.jetbrains.com/ruby/
It cost $69 for a personal license. It's worth every penny. You can get a 30 day free license to test it out. People who tell you they don't use an IDE, but they use some text editor with a gazillion plug-ins, are just fooling you... They are basically trying to build their own IDE anyway. You might have a good one to start with.
