Try to take a look to your mySQL folder in /usr/local/ I had the same problem recently.
I recommend you to rm it, reinstall the 32bits version and do the sudo env ARCHFLAGS="-arch i386" gem install mysql -- --with-mysql-config=/usr/ local/mysql/bin/mysql_config thing. That should work.
