WHich provider do you want to use? A google search brings up gems for Clickatell (http://clickatell.rubyforge.org/) and textmagic (http://tuzinsky.com/textmagic/). I've heard of Clickatell but not used them. Haven't come across textmagic.
I'm about to do a project using Twilio which seems to have pretty good traction. Looks like there is a Twilio Rails gem (https://github.com/hbhanoo/Twilio-Rails) and then a basic Twilio lib (https://github.com/twilio/twilio-ruby) which is managed by Twilio itself which is probably a good sign. Not played with any of them yet or tried them with Rails 3. I'd expect at the very least the base Twilio ruby lib would work fine. Do let us know what you end up doing and how it works out!
