I've spent a day on this. What I found is that I can run guvnor from Eclipse using the WAR configuration as Mike mentioned. Below is the configuration that works:
Linux, Eclipse 3.6.2, Jdk 1.6.0_29, Google plugin for Eclipse 2.4.2 (the latest version from the update site), GWT SDK 2.3.0. The configuration does not work is: Windows 7, Eclipse 3.6.2, Jdk 1.6.0_25, Google plugin for Eclipse 2.4.2, GWT SDK 2.3.0. I still have not figured out yet if this issue is a platform specific one.
