Gabor's guestimate sounds like a good backup plan implementation. Like you cant predict which nurses fall sick, you can presume (by historic data) the average and max sick leaves over 3 seqential timeslots. And scheduling your nurses tightly around that, minizes the irreplaceable nurses who cannot fall sick.
