I don't know of any such links. Fusion depends upon Expert so they must coexist if you are to use Fusion.
Fusion is really the CEP aspect of Expert, I don't believe it possible to "install" Expert without Fusion's extensions. An event based system would be one where you need to make temporal decisions relating to your facts; e.g. there have been 3 alarms in the last 5 minutes etc. Such a system would still use rules; however they would have temporal constraints.
