I do not know that I can be much of a help but it looks like you are setting up the drools integration for the web service aspect.
I do not think spring can be avoided, but with a look at some examples the use of spring makes the configuration very powerful and nice... I had a very similar question when I started out. It was not trivial to get started but as I kept learning it is starting to make sense...
