Hello, I believe the KIE API doesn't supports your use-case.
You would normally use drools-templates pro grammatically: parse the template and interpolate your data. The resulting DRL would then be added to a KBase. Templates within the Workbench work exactly the same (and uses drools-templates); however we persist the template and accompanying data as XML that KieBuilder (fortunately) knows how to convert to DRL.
