Yes, it is incorrect if *strictly speaking*.

Because, rest_firewall is just a sample application for the Ryu-book, 
nw_dest="192.168.1.0/24" is enough
*for the most cases* that match packets going to "192.168.1.1" address in 
"192.168.1.0/24" network.
In fact, rest_firewall seems to be designed to match IP network with "/24" mask.
But, nw_dest="192.168.1.0/24" does not aware which IP network the destination 
IP address belongs to,
we need to be careful when setting rules with the masks.
