I think you can do this.
Ryu does not have any special features to do it,
but you can make an application to keep flows, which you installed to
switches, in RAM, files, databases or other media.
When detecting reconnection of the switch, you can load the flow from
them and reinstall it to the switch.
(Reconnection will be detected by just catching EventOFPSwitchFeatures.)
