I cannot reproduce this here - would you mind doing
$ LC_ALL=C(or what do you use?) MAILRC=/dev/null \
mail -n [OPTIONS YOU USE] foo
to generate something reproducable?
I'm practically working on Linux since end of August 2015 and
i have not yet seen anything like that. That is, once yes, but
that went away after a GNU LibC update. So my ArchLinux is
up-to-date regarding kernel and libraries.
