I suppose the operative words are "active use".  RB trucks were 
available for RR use in the late 40's, but the Pennsy was still 
rebuilding friction bearings in the late 60's.  It's most likely to 
assume about a 20 year transition from one predominant type to the 
other.  Same for 36" wheels, though they were driven by a desire to 
increase car weight hauling capacity.  In the reverse of the RB 
history, the Pennsy used 36" wheels on H30a covered hoppers built in 
1951-52.  Go figure...
