I believe what you are looking at is one side  of an AAR Switcher truck 
drop equalizer assembly made by the fellow from Washington State (John 
Beveridge comes to mind. I remember that he took over the Port Able brass 
parts line from Bernie DeLa Torre and added to it including a switcher 
truck of which this is a part). It takes two of these per truck

The castings in the photo are assembled with the 'U' shaped spacers to form 
a two piece equalizer which straddles the journal boxes, ala prototype. 
When assembled into the cast frame, the 'U' shaped spacers hold the bottom 
of the springs. They're a bitch to assemble as one needs at least three 
hands. The one I have has the sides pinned and soldered together.

That's my take - maybe somebody else has more info.
