Bulkhead flats for pulpwood service were purpose-built at least
by the early 1950's. There is a 1957 builder photo of a wallboard
flat (Seaboard) in the 1961 CBC. AT&SF had some Ft-5 wallboard flats
in 1959 but I don't know if they were delivered that way or not. The
Santa Fe had earlier cars too but they were rebuilds as you suspect.
GM&O had GSI wallboard flats built in 1953 and IC had GSI cars in
series 60000-60099 built in 1958 split 50-50 as plain deck and
bulkhead cars (AAR class FMS) -- they're listed in the 1959 ORER.
