Darrell,  I'm not really into stuff that old, but Kinsman brought out a 
line of wooden truss rod passenger cars that I believe could be 
constructed with open vestibules.  S scenery sells a version of the 
kits, but I don't know if you can build the open version or not.  The 
original Kinsman cars were very good kits.  Occasionally someone will 
offer them on ebay.  I have a set of closed vestibule cars that were 
built by a gentlemen by the name of Ron Koch. They won best of show at 
some convention years back.  
     As far as motive power goes, with a little hunting you can probably 
rustle up a Kemtron 4-6-0 engine or kit that would suffice as 'turn of 
the century' power.  I believe I saw the tender on ebay just last week. 
 As I recall the engine was sort of 0n3 but with a little work makes 
into a very believable engine.  Another engine that could work was one 
built by Barney Dahler (hope I spelled that right).  It was a Sierra 
2-8-0, that would work as a stand-in, but maybe a few years to new for you.
