Could you be thinking of John H. White's "American Railroad Freight Car
: From the Wood-Car Era to the Coming of Steel, The" [my notes did not
have the complete title]?  It is from John Hopkins Press and is
available in hardback and paperback.  I haven't gotten around to getting
it for my library, but have checked it out through interlibrary loan.

This does focus mainly on pre-1900s and has lots of interesting photos.
White also has a book called "American Locomotives" that is considered a
classic.  Both of these books are frequently mentioned positively on the
Steam Era Freight Car [STMFC] list.
