Use wet water to spray and then apply dilute wet glue with a squeeze bottle.
Your floating stone problems should be in the past.
The water can be made to better adhere to the stones (to wet them) by adding
a drop of dish detergent to your spray bottle.
The dilute glue (I use one part Elmer's white to 3 parts tap water) is also
made wetter by adding a drop or two of detergent to a 4 ounce squeeze
bottle.
To get a good spray of the wet water, I pull the spray trigger back fast.
That often makes the spray come out fast enough to move the little grains of
scenic material if I aim directly at them. To get around the washout issue,
I aim up in the air over the area. The result is a gentle rain of small
droplets on the target area and every surface nearby. Cover the other places
so that they do not get wet until you want them to get wet.
