Here's another solution:

Materials needed:

1 cigarette lighter flint
1 remote operated solenoid
2 or three narrow width "Bstard" file (or any fine toothed s. o. b.)
1 can lighter fluid
1 block signal

Mount the flint on the end of the solenoid.
Mount and wire the solenoid behind the cylinder saddle on a NYC 
Niagara (there should be ample room)
Install the files end to end where the track pan would be. Note: they 
can be disguised as part of the pan by adding sheet metal sides.
Install the signal at the pan's start point

Operation: When the train approaches the pan, squirt a line of 
lighter fluid along the files and grab the remote control. When the 
loco trips the signal, hit the button. If the solenoid is installed 
properly, it should send the flint down against the file creating 
sparks and the lighter fluid will ignite cleaning the locomotive 
running gear. Warning: Apply the lighter fluid sparingly or it might 
do more than clean the mechanism. Fire insurance is recommended. 
Note: With a little tinkering, this could be operated in DCC. Sound 
effects would be a plus.
