If they are using 18" as the minimum radius for HO, they are wrong in that, 
too, because Atlas Model Railroad Co. has been selling 15" radius "Snap Track" 
sections for a few years, now.  And from personal experience, I can tell you 
that all but the longest (HO) diesels and longest steam locos will operate on 
the 15" radius just fine.
