I think you're dead on with this notion.  I first learned about S
scale with my first issue of Model Railroader which featured Jess
Bennett's layout and scratchbuilt locomotives (February 1985).  I was
7 years old at the time and I pored over the pictures of Jess's layout
for several years until my folks got me a subscription to MR in 1988.

The second impactful exposure to S was in one of MR's Trackside Photos
that featured Stan Stokrocki's layout.  I remember staring at that
photo for hours wondering how someone could make something that looked
so realistic.

Along the way, the layout design articles by Bob Nicholson (January
1993, February 1994, April 1997) had a great impact.  These articles
reinforce your point that it's articles about general topics of model
railroading with just a hint of S scale that make the impact. 
Robert's articles were well-written and very "railroady," so I kept
referencing them through the years for ideas regarding my own designs
in smaller scales.  

The final exposure that cemented S as a potential choice of modeling
scale was Bob Christopherson's Columbia Valley & Western (February
2001 MR).  I didn't really READ this article until 2005, but for some
reason it really caught my attention.  By this point, I'd seen S in
action at one of the Dallas/Fort Worth area train shows and visited
Ken Ehler's Pandora & San Miguel layout.  When I finally took note of
Bob's layout, it seemed like something that could be accomplished in a
reasonable amount of space (300 sq.ft. or so), especially if you
lopped off the branch line on the far right side of the plan.  So S
became a consideration.

So, for me anyway, repeated exposure to S scale in a single general
model railroading publication eventually led to me buying stuff in S
scale (2008).
