Bill, Are smaller less complex items an exception here? I have talked to 3 or 4 laser kit producers at the local train shows in my area and all seem to be very willing to produce small runs of kits in S Scale. Actually, one of the very well know kit makers stated to me that he is now in position to offer small quantities of his HO scale buildings in S, a select few already have some of his buildings on their S-Scale layouts. Are some structures, due to their design, more adaptable to up/down scaling? I know a few kit makers of rolling stock who are planning to offer items in multiple scales. Given the small numbers we are talking about are these makers just really dedicated to helping the modeling community without making much profit?
