There are various ways to detect water on a floor, in a capture pan, etc.  
Can even be connected to the home security system.  I've installed valves on 
water heaters and auto washers (  EVERYone knows to turn off the water to 
the washer after EVERY use )  that close when water is detected on a 
"controlled" surface.
Even a system that will shutoff ALL the water to a structure.
