Hi --
Early on, one of the manufacturers in applying the CA warning started it by
printing something like this -- "The stupid state of California makes us put
this useless warning on our product..." Of course the lawyers got hold of
that and the reasonable folks at the business had to drop the prefix.

California is the nanniest of nanny states, rivaling the EU in its concern
to protect its citizens from themselves. ... those of us who live in more
normal states end up with California warnings on what we buy.
