Ed,

Did you put an enamel top coat over an acrylic primer?  Could be a recipe for 
what you describe.  In general you can put lacquer over lacquer, enamel or 
acrylic over lacquer, acrylic over enamel or acrylic over acrylic.  When mixing 
paint types always make sure the base coat is cured before top coating (for 
enamels like Floquil this could be a very long time.)  Be aware that both types 
of Scalecoat are lacquers (Scalecoat II is just plastic safe - not an acrylic.)

I think your only option is to strip and start over.
