Charles,

I can tell you that Norm does a very nice job on decals.  He does the art work, 
and has Microscale do the production.  He did the Gibson Wine car decals in S 
scale at my request when I gave him a photo of the prototype which allowed him 
to greatly improve his existing art work for the O scale decals for that car.  
He decided to do the other two tank car sets of decals in S on his own.  The 3 
sets of S scale decals Norm now markets  will have to sell fairly well before 
he attempts any additional S scale decals.  I've watched him create some of his 
art work,and he is very meticulous about his work.
