They seem to be from your neck of the woods!
The bridge serves all the railroads that entered the island. A joint
venture that sill might exist called the Houston, Henderson and Gulf
owned a line (MP, MKT and maybe Rock Island, & SP). The ATSF had a
separate line and the two jointed just before the bridge. So right now
the UP and BNSF use the bridge. Texas City Railroad, on the Mainland
and Galveston Wharf Railroad on the island are in the area but I don't
think they cross the bridge, but pretty much handle local switching chores.
A couple of year's ago I photographed a new tug that was being
introduced into the Houston Ship Channel--I think the owners were out of
Cleveland perhaps. A fun job.
