I recall an N scale "Live Steam" locomotive in the hobby press sometime in the 
1970's or early 1980s. It had no control, simply ran until the spirit ran out.

More recently, Hornby offered a live steam HO locomotive of British outline 
(the Mallard) using the rails to send control signals.
