In quotes above is the response I got from an NMRA member who has, in
the past, been an officer with NMRA and is very active in NMRA. Of
course, he's HO guy, but he knows what he's talking about.

Kalmbach makes its database available for a price to qualified
companies. To qualify, they must see what you will be mailing to make
sure it meets their standards and it must be train related. So if you
subscribe to Model Railroader or Trains, that is probably the source.
