Interesting idea.  I got to wondering if they put them on one side only or 
both sides of the loco, so I asked some experts.  Here's what I got.

It depends on the railroad. Soo Line, for example, liked to only put it on 
the engineer's side. But if you see one on the fireman's side (left), you 
can be reasonably sure that there is one on the engineer's side (right). 
Incidentally, SOO 700 at LSRM in Duluth, MN, has a wind deflector on only 
the fireman's side??? What wonders we discover when trying to build models.

A lot only had them on one side. For the engineer for switching purposes. 
I'm sure it varied by railroad.
