Yes, that is correct.  For the historian, "new" is well over 20 years ago when 
the standards were revised.

Also, older wheelsets had a wide variety of flange thickness, flange depth, 
tread width, material (aluminum, brass, steel, etc.) and so forth.  While they 
all can be made to work well together, it does take a bit of tweaking along the 
way to be sure.

I was wondering if you have a poultry car in that cleaned-out chicken coop (aka 
"layout room")?
