Interesting question, Bill.

For me it is definitely affordable figures. I loved the box of 100 figures in N-scale made by Preiser. Sure, having to paint them is time-consuming, but the cost savings is worth it. You can paint them fairly quickly while they are still on the sprue. The figures we currently have in S-scale are nice, but somewhat limited in their "purpose", and at $5-6 each (painted or not), it sure starts adding up. Some of us were discussing this issue at the train show this weekend. I'm about to continue to scratchbuild my passenger station and I'd like to have 10 or so people waiting for the next train. That's $50-60! Ouch!
