How about wheels that are double flanged?  large and small. Just reverse the 
wheel.  Or maybe square wheels.  That should develop about 2000 E mails.
Or a rubber band large flange that fits over a small flange?

  Give Lionel and MTH time to get the scale wheel delima out of the way and I 
will quit. You guys don't know how to wait and see. It may be 2014 before we 
see Scale  wheels from Lionel. When that happens i will go total Scale with my 
home layout, but for now I'm Highrail, and trying my best to get answers from 
Lionelon Scale wheels. Go to their facebook page like I did.  I will not
