Tom, 
   Ace bolsters did indeed place the car too high. However, Ace did make a 
different bolster, that I don't have the number on, that were designed for 
application on a "flat bottom" car, a wood kit perhaps? These worked well to 
get the car height to where it should be but required the removal of all the AF 
round cast in bolster. If you decide to have a machine shop mill the decking 
off, maybe for a bit extra they could remove the cast in bolster too.
   As Matt says though, it might be easier just to scratchbuild them. Unless 
you are looking for contest quality, the brake gear and rigging could be left 
off altogether.
   Just my opinion, but aesthetically I like the overhanging decking on 
flatcars as compared to the flush decking, just doesn't look right to me.
