Can't tell you about the Pennsy Y3's, but The Santa Fe bought eight of them to 
be used as helpers on Raton Pass near the end of WWII.  

Seven of them were later sold to the Virginian.

Here's how the numbers played out:
N&W 2021 > ATSF 1790 > VGN 738
N&W 2022 > ATSF 1791 > VGN 739
N&W 2015 > ATSF 1792 > VGN 737
N&W 2026 > ATSF 1793 > VGN 740
N&W 2014 > ATSF 1794 > VGN 736
N&W 2029 > ATSF 1795 > VGN 741
N&W 2035 > ATSF 1796 > VGN 742
N&W 2042 > ATSF 1797 > Scrap, Albuquerque August 1947.

The only information I have on the Union Pacific Y3's is that they bought five 
of them from the N&W in 1945 and were given UP numbers 3670-3674 for work 
serving the coal mining branches in the Rock Springs Wyoming area.
