It seems as though the business of decals is not (a business)!
I grew up in a small town with a one a week local paper. Most little
towns had these. Back in the early 80's several of these 1-2 man shops
decided the old presses, lead type etc. wasn't going to cut it anymore.
They went together and purchased a new press, modernish scanning
equipment for photos etc. Each local editor, would assemble his issue
and drive to a neighboring town where the press was housed and he had
his day with the press--not unlike a coin laundry. Today a totally
digital situation has resulted in several papers being owned by one
individual and they do everything from one remote location.
I met the owner of Champ Decals. He was a commercial printer in Minot,
North Dakota so he made his living doing small jobs locally, while his
decal business was a decent secondary income. A local HS entered an
order weekly with Champ and received it back in a few days--like
clockwork. It's too bad that they only started making S decals close to
the owner's death.
It seems that most of the decal guys now are all operating using low
end equipment in the spare bedroom. If several could combine their
resources, emailing computer files from several remote locations to a
central location for the actual printing could result in better
equipment, faster more dependable turnaround and they would still be
able to maintain their unique product line. And if I understand things
correctly, because they are Raster files, the sizes (scales) can be
changed very easily.
Ah, to have dreams and no cash!

S scale has fallen back into "the dark ages" of modeling when it comes
to sources for decals. For me, the lack of decals is by far the most
crippling and discouraging part of modeling in our scale.
