Rail Graphics Decals are excellent. Very much like the old Champ
decals. A club I was a member of had them/him make many custom sets
for club cars.
I have found many HO decals to be acceptable for S scale. Some
sets like Microscale offer, have lettering and heralds of
different sizes had will work very well on S equipment.
