Many reefers had steel "stages" in the bunker which allowed partial icing.

The last picture of the workers on  the car roof shows the Hutchins steel roofs 
I offered some time ago (which I still have a couple available).

There are a number of ways to ice a reefer. Short of a full platform facility I 
would liken them to be more of icing a single or a few reefers in an emergency 
situation.  I have wondered about the sliding of a 200+ pound block of ice into 
the bunker with possibly an 8 foot drop. What stops it from going right through 
the floor to the ground? (:->) That has to be 1 strong floor to continually
