I don't think the guy is doing it to make money. I think he's doing it to
see if Ebay will try to keep him from flooding Ebay with nonsense stuff.  He
hoping he can sue Ebay. He's got this stuff listed in every scale. Well over
300 listings.

I suspect that free eBay listings encourage a large number of listings. A
small upfront fee would quickly eliminate them (opinion).
