Well, AM vaguely states "from 1960" and seeing they list the same car body as 
8000-13000 gallon tank cars, I'd say that's a little too little information.  
Walthers also mentions "the 1960's" for similar UTLX funnel flow cars.

There's a lot of contemorary information out there on this here internety 
thingy, but very little in the way of specific historical information.

I've located some information of similar cars in a 1979 Model Railroader that 
narrows similar modern welded, frameless tank cars down to the mid-1970's.  
Again no specific "start date."

My AM GATX tank has a new date of 10-86.
