{S-Scale List} CV 06 question

Hi,
 
I'm a bit confused about CV 06. If I want a diesel loco to gradually increase 
speed, do I increase the numbers toward 255? The manual suggests that 048 is a 
good starting place for a road switcher. I tried that but the loco seemed to 
speed up at a faster pace. How do you correctly use CV 06 to gradually increase 
speed? I'm not using a speed table. The decoder is a Digitrax DH 121. Thanks.
