Hi folks:

The product of volts and amperes (both in RMS values, as measured on a
typical meter) will yield RMS watts, which is a perfectly usable calculation
and is DIRECTLY comparable to a DC wattage rating. That's the whole purpose
of RMS, or root mean square. RMS is that value that equates with the same
value of DC.

Do not worry about phase shift. For all intents and purposes, at the levels
found on a toy train layout, both current and voltage are in phase; there is
no phase shift or power factor to worry about.

It is essentially correct.  Technically AC watts are measured
differently because phase shift is a factor.  However, I use the same
formula for a rough guide.
