I had the same problem except it was the gear slipping on the axle. The only cure was to take one off another "junk" chassis. They are interchangeable but I had to make a tool to center the gear. I own, and recommend, the quartering tool from Tom Seccia at Tripple "S" to get the wheels properly gauged and "quartered". (Tom Jarcho has already mentioned quartering may actually be 88 degrees.)
On the topic of slipping rims, drilling and pegging with plastic rod was mentioned. This was the technique Gilbert used but with wood dowels. Look at some 1947 vintage engine wheels.
