I'll agree with MOST of what was said below, but not with the $10 value
estimate.
I have one in my collection (actually, a better looking one than the one
pictured on Ebay), and it is, in fact, a stock capacitor from that era, to
which an AF sticker has been attached.
To the AF COLLECTOR, it is a VERY unique item. I have shown mine to a couple
of big-name AF collectors and dealers in the New England area, and none of
them have ever seen one or had one for sale before.
I agree that it has no "intrinsic" value, and would be of NO interest to a
non-collector, but to the AF collector.....try to find one! (BUT......$600
IS a bit much, I think! It will be interesting to see where this one ends !)

All that is, is a big capacitor with an American Flyer sticker
attached. It was used to filter DC to help aleviate static to radios
and TV sets. Uncataloged in 1950. Worth about $10.00 as a collectors
item.

It is a filter that could be used it you were using a rectiformer or DC
rectifer for track power to keep the hum out of 342ac whistle or 362 diesel
horn speaker. Bacically it is a large filter capacitor.
What's it worth? What ever somebody will pay?
