That's a 20 year old Erie passenger set (which makes it an MPC, not an LTI). 
If you haven't, I'd check the lubrication first. If it still does not run, I 
suggest you go to Lionel's web site (http//lionel.com) and select your way 
into customer service. You can write them a message explaining your situation 
or you can call them Wednesday through Friday. They do reply to e-mail. They 
will probably want to swap the existing chassis for the current version -- 
which will be an excellent move because the original Eries are very pretty, 
but real dogs operationally. The folks in Chesterfield are usually pretty 
helpful, so give it a try.
