The best method I've found for normal cleaning of the tops of AF 
standard and PM track is to use a cleaning block made by Roco. This 
is similar to a Brite Boy cleaning block as sold by Walthers but the 
one by Roco is 2-3 times the thickness of the Brite Boy and lasts 
forever. It has silicon in the pad and is smoother than the Brite 
Boy. By it's thickness, it is ideal to use in a flat orientation and 
works well. For truly rusty PM track, remove the rails from the tie 
strip, run 3 sides through a wire wheel and re-install. The Roco pads 
are sold in HO scale as a spring loaded boxcar for rail maintenace. 
The block sold separately is a much thicker version of the same pad.
