Step 1. TAKE THE TRACK OUT OF THE ROADBED!!!
Sorry to shout, but separating the two makes things so much easier.

2. Roadbed
I agree with the idea of soaking the roadbed in a mild soap/warm 
water solution (I used LOC, an Amway product) for at least an hour. I 
also agree with the remarks about putting the stuff in a dishwasher, 
kinda dicey, I would think. Wouldn't wanna try that. 
Then scrub the rb while it's wet with an old toothbrush. Rinse 
thoroughly. Allow to dry.

3. Track
To clean the rail tops only, I usually go over it with a brown or 
green Scotchbrite pad. (An ink eraser works on light rust too.) To 
clean rail and ties of dirt or light rust, I use a 1" steel bristle 
wire wheel in a moto-tool on low rpm. Much more controllable than a 
full size wire wheel, but much finer cleaning than a handheld wire 
brush. If a light touch is maintained, you can get considerable rust 
off of the blackened metal without damaging the black finish.

There now, that's one more opinion to consolidate with the rest. 8^D
