Gilbert may have advocated the use of sandpaper for some very good reasons.
Here are a couple:
1.) Steel wool is a disaster on a layout.
2.) There were no "Bright Boys" or nearly any of the washday miracles we
have today.
3.) They knew that the sandpaper might eventually wear away the track, but
they didn't expect
      you to hang onto it for 50 years either.

Times have changed.  These items can benefit from that change and the new
products that are available.
